Aboriginal mobility data project final report
Each day Aboriginal people gather in Adelaide’s inner city Park Lands for a range of reasons. Not enough is known about their needs and not enough is done to coordinate efforts to meet those needs. Adelaide Zero Project: Private Rental Action Plan
In early 2020, Neami National commissioned the Institute of Global Homelessness to develop a Private Rental Action Plan for the Adelaide Zero Project. This Action Plan seeks to set out the actions needed to enable greater private rental options to be made available to achieve the goal of Functional Zero rough sleeping in the inner-city.

Adelaide Zero Project Emergency fund trial outcomes report
In 2020, The Adelaide Zero Project received $35,640 in funding from StreetSmart Australia, End Homelessness SA and Origin Energy. The funding was used to run a small-scale Emergency Fund trial, focusing on supporting people on the By-Name List to quickly access and sustain housing.
The implementation, criteria and outcomes of this trial aimed to inform future versions of an Emergency Fund locally and nationally. The outcomes of this trial show that small amounts of financial assistance have helped to reduce some of the barriers individuals on the By-Name List have faced to access and/or sustain housing.

Four years after developing a ground-breaking programme with a coalition of partners to reduce rough sleeping in Adelaide’s inner city, the Don Dunstan Foundation released an Impact Report on the Adelaide Zero Project’s achievements to this point.

The Adelaide Zero Project Monitoring, Evaluation and Reporting Framework is the structure guiding routine and ongoing checking of progress (monitoring), periodic assessment of results (evaluation) and the reporting of such for the Adelaide Zero Project and beyond.
Social Capital Residencies – Final Report
From 2017 to 2019 the re-invigorated Thinkers in Residence program was hosted by the Don Dunstan Foundation. Entitled the Social Capital Residency, the goal was to enable South Australia to lead the country in creating jobs that both contribute to the economy and create social/environmental impact. Five Thinkers visited the state across two years, culminating in nine key recommendations. This Report offers a framework for the nine recommendations for action.
The report articulates some of the ways forward for the homelessness sector and interfacing systems to end street homelessness in Adelaide’s inner city area. It offers a framework (a ‘recipe book’) for more regular data analytics for the AZP. Read more about it here.
Working together to prevent homelessness: Developing the Health, Housing and Homelessness Papers
Housing and health outcomes are intrinsically linked, and addressing these issues collectively is pivotal to preventing homelessness.
Aligned Housing Research Report
The Aligned Housing Research Report was prepared for the Adelaide Zero Project as part of the work of the Aligned Housing Working Group. This Report was funded by AnglicareSA and prepared by researchers from The Australian Alliance for Social Enterprise (TAASE), University of South Australia.
The Report explores the need for aligning housing options and housing supply with individuals and wrap-around support, using the data collected through the By-Name List. The Report provides the basis for the second phase of research for the Adelaide Zero Project.
Street to Home: Outreach continuous improvement review
In late 2019 the Institute of Global Homelessness (IGH) conducted a service review for Adelaide Zero Project as part of the Don Dunstan Foundation’s Thinkers in Residence program. Dr Nonie Brennan conducted the review and indicated that more work was required to better integrate outreach and other services in the inner city. This report contains a summary of feedback from a cross-section of organisations and, importantly the views of a range of people with a lived experience of the service system in the inner-city. A series of recommendations based on what was found in these consultations is set out in this report, along with a recommendation for supporting implementation.

Adelaide Zero Project Support Visit Review: Institute of Global Homelessness
As part of Adelaide’s recognition as a Vanguard City by the Institute of Global Homelessness, Dame Louise Casey, Advisory Committee Chair, and Dr Nonie Brennan, CEO of All Chicago, visited Adelaide between Monday 17 September and Thursday 20 September 2018.
Final Research Report | Adelaide Zero Project
A key component in the early stages of the Adelaide Zero Project was the commissioning of a 90-Day Change Project. This was a collaborative process by which issues like measurement, timelines, governance structures and targets were agreed. This Adelaide Zero Project Final Research Report (August 2018) sets out the actions which were decided as a result of the 90-Day Change Project and includes an agreed community plan for achieving Functional Zero homelessness in Adelaide’s inner city by the end of 2020.
Adelaide Zero Project: Discussion Paper
In 2016 Rosanne Haggerty delivered a powerful presentation to the Don Dunstan Foundation’s Homelessness Conference. She challenged us all to consider how we could not just address homelessness in South Australia, but end it. This discussion paper is designed to start a conversation about what rising to that challenge might look like. Prepared by leading researchers at our state’s top universities, the paper sets out what the key elements of the Adelaide Zero Project could be, learning from the work of Community Solutions in 75 communities across the US, where eight communities have actually achieved Functional Zero Homelessness.
